Mt to Rai was in the hours when several cases of obstruction were disposed of, and he seems to have concluded that they were all hawkers. Only four hawkers proper were before me, and of these, one was dismissed with a caution and three were fined one dollar each.
The Inspectors gave explanations of the circumstances, which it is not necessary to write down but which the magistrate takes into consideration in passing sentence. Many of the cooked meat and fish stalls are the cause of a large accumulation of filth.
